If so Create the latest stable media from Media Creation tool to Clean Install which should get you past all difficulties as it has hundreds of thousands of others who have followed the steps in this link and never come back to report another problem as long as they stick with the tools and methods given.

If the hard drive passes the test then check that it is listed as first in Boot Priority Order in BIOS setup, or if this is a UEFI install that WIndows Boot Manager remains set first to boot. If this is HP or Dell run the test from the ESC or F12 keys at boot. Run hard drive diagnostics using bootable SeaTools.
